Generally, a “Kennel” means an enclosed, controlled area, inaccessible to other animals, in which a person keeps, harbors or maintains five or more dogs under controlled conditions. A general definition for a “commercial dog breeder” is someone who breeds a large number of dogs, within a certain time frame.
